TRIPOLI, Libya?? Both sides in Libya's ongoing civil war are being accused of abuses, with forces loyal to fallen leader Moammar Gadhafi blamed for a vast array of possible war crimes and rebels said to be indiscriminately targeting black people.

Pro-Gadhafi troops perched children on tanks to deter NATO attacks, human rights investigators said in a report on Tuesday. It was part of a pattern of rapes, slayings, "disappearances" and other war crimes that they said they found.
The report by Physicians for Human Rights, titled "Witness to War Crimes: Evidence from Misrata, Libya," is based on interviews of residents in the embattled city of Misrata conducted in June.
A popular uprising in Libya in February against Gadhafi's 42-year-old rule resulted in a civil war with rebels backed by a NATO bombing campaign from the air starting in March.
"Four eyewitnesses reported that (Gadhafi) troops forcibly detained 107 civilians and used them as human shields to guard military munitions from NATO attacks south of Misrata," said the PHR report.
"One father told PHR how (Gadhafi) soldiers forced his two young children to sit on a military tank and threatened the family: 'You'll stay here, and if NATO attacks us, you'll die, too.'"

"The abuses that we gathered evidence of in Misrata are some of the most egregious war crimes and crimes against humanity I've heard of in Libya," said Richard Sollom, deputy director of PHR and author of the report.
With fears running high that the battle for control over the Gadhafi stronghold Sirte would result in a bloodbath, NATO's Col. Roland Lavoie said Tuesday that the warring sides were engaged in "discussions."
Separately, on Monday, Algeria's state news agency reported that members of Gadhafi's family entered the country , although the whereabouts of the ousted Libyan leader were unknown.
In a surprise twist, Al Arabiya reported Tuesday that Algerian authorities announced that Gadhafi's daughter Aisha had given birth after arriving in the country.
"Aisha gave birth very early this morning. She had a little girl. Mother and daughter are doing fine," an unnamed government official reportedly told the news channel.
'All blacks are mercenaries'?
Meanwhile, the chairman of the African Union said Libyan rebels may be indiscriminately killing black people because they have confused innocent migrant workers with mercenaries.
AU chairman Jean Ping cited these fears as one reason the continental body has not recognized opposition forces as Libya's interim government.

"If you do that, it means (that the) one-third of the population of Libya, which is black, is also mercenaries. They are killing people, normal workers, mistreating them."
He added: "Maybe it's looters, uncontrolled forces. But then the government should say something, condemn this. We want to see a signal that the African workers that are there, they should be evacuated."
Ping's comments follow concerns from international rights groups about beatings and detentions of immigrants from sub-Saharan Africa.
"I really fear vigilante justice and retribution and attacks by civilians against other civilians," said PHR's Sollom said.
However, Sollom said that while both sides had committed abuses, evidence indicated that crimes by pro-Gadhafi forces were much more widespread.
"There has been some evidence of crimes committed by rebel forces, but certainly nothing anywhere near as widespread and systematic as those committed by Gadhafi's forces," he said.
Rape as weapon of war
PHR obtained copies of military orders as evidence that Gadhafi ordered his troops to starve civilians in Misrata, while pillaging food caches and barring locals from receiving humanitarian aid.
Misrata was liberated by rebels in May after a fierce three-month battle, and they now control most of the country.
Rape was also "a weapon of war," Sollom told the Associated Press. While he said no one has evidence to prove that rape was widespread, the fear of it certainly was, he said.
And it had deadly consequences in the form of "honor killings" of rape victims by their shamed family members.

It added that it had found no evidence to confirm or deny reports that Gadhafi troops and loyalists were issued Viagra-type drugs to sustain their systematic rapes.
The school where the rapes were said to have taken place was in Tomina, near Misrata, PHR said.
In at least one instance, PHR reported, three sisters ? ages 15, 17 and 18 ? were raped at Tomina, and their father subsequently slit their throats as an "honor killing" to lift the shame from his family.
PHR also noted that "some in Tomina have stood up against this practice, including a well-known sheik who has publicly advocated for raped women and girls to be seen as brave and bringing honor to their families."
A single act can be deemed a war crime, but when troops commit "systematic and widespread" crimes against civilians, that is a crime against humanity, Sollom said.
As evidence of one such crime, the report includes a copy of a government order for troops to prevent fuel and supplies reaching the city of some 400,000 to 500,000 people.

As homeowners across the East Coast brace for Hurricane Irene and the heavy rains that are expected to fall over the next few days, the current threat underscores the importance of flood insurance, which is the only way for homeowners to financially protect their property or businesses from flood damages.
Hurricane damage from water is only covered by flood insurance, which must be purchased separately through the National Flood Insurance Program (NFIP), and if Congress doesn?t act soon this critical program will expire on September 30, 2011, putting millions of homeowners at risk.
?As the leading advocate for homeownership and housing issues, NAR believes that the NFIP is essential to a properly functioning real estate market, ensuring access to affordable flood insurance for millions of homeowners,? said NAR President Ron Phipps, broker-president of Phipps Realty in Warwick, R.I. ?Realtors? support any and every effort to extend the program for as long as legislatively possible, so that American families won?t have to go without essential flood protection.?
Floods are also not just a coastal issue and are not only caused by hurricanes. Floods claimed more lives and property than any other natural disaster in the U.S. over the past century and have been declared in every state, along rivers and anywhere rain falls or snow melts.
The NFIP is set to expire on September 30 for the tenth time in three years, and NAR urges Congress to reauthorize the program for five years, before it expires. The NFIP ensures access to affordable flood insurance for more than 5.6 million home and business owners in 21,000 communities across the nation.
?We strongly urge Congress to speed passage of legislation to reauthorize the NFIP for the long term and end the current stopgap approach that has already led to numerous extensions and lapses of program authority in the past two years,? said Phipps.
NAR also calls on Congress to develop a proactive national policy to reduce natural disaster risk beyond floods, so that homeowners have access to affordable, comprehensive property insurance for a full range of natural disasters, and taxpayers no longer have to fund rebuilding efforts through federal disaster assistance.
?Whether it?s a tornado, flood, hurricane, or earthquakes like those that hit Colorado and the Eastern U.S. this week, virtually every region of the country is susceptible to nature?s unexpected fury,? said Phipps. ?Our thoughts are with all Americans who may be affected by this impending hurricane, and we will continue to work with public policymakers on these important issues.?

That call 2 1/2 years ago led to Pistol Annies, a concept group of sorts that's aimed at shaking things up and drawing attention to female singer-songwriters who get sometimes get overlooked in the rush to find the next big star.
"I just happened to be the one that got successful," said Lambert, whose breakthrough 2009 album "Revolution" established her as one of country's elite acts, with Grammy, ACM and CMA trophies to go along with her recent status. "There's a whole bunch of us that you haven't heard yet."
The trio launched the aptly titled "Hell on Heels" this week. It's a deep country take on life for the modern woman, running from glam to glum and back again.
Lambert, dubbed "Lone Star Annie," has been friends with Monroe ("Hippie Annie") since soon after both signed with Sony several years ago. Monroe met Presley ("Holler Annie") separately through her publisher.
Monroe decided that late night to put her two friends together after she and Lambert began talking about Presley's music. The friends started getting together to have fun. Alcohol might have been involved, though no one will confirm it. There was never talk of a concept group or even writing songs together. But eventually the guitars came out, and so did Pistol Annies.

ORANGE, Calif. (AP) ? The husband of a woman accused of tossing her disabled 7-month-old son off the fourth story of a hospital parking structure said Wednesday that his wife suffered from postpartum depression and he doesn't blame her for her actions.
The baby, Noe Medina Jr., died of his injuries earlier in the day at the University of California, Irvine, Medical Center, the same day that his mother was charged with murder and felony child abuse.
Sonia Hermosillo, 31, made a brief court appearance but did not enter a plea. She is due back in court Thursday.
Prosecutors allege that Hermosillo removed a helmet that her son wore for a medical condition before tossing him from the parking structure at Children's Hospital of Orange County. She then went back inside the hospital to validate her parking before driving away late Monday, senior deputy district attorney Scott Simmons said.
Hermosillo's husband, Noe Medina, said in an emotional press conference that he didn't blame his wife and urged women to get treatment if they think they might have postpartum depression.
He previously told The Orange County Register that his wife was deeply distraught because their son was diagnosed with congenital muscular torticollis ? a twisting of the neck to one side ? and wore a helmet to help correct his plagiocephaly, also known as flat-head syndrome.
He had been receiving treatment at Children's Hospital but did not have an appointment the day of the incident.
"My wife was not in her five senses. She didn't know what she was doing," Medina said, choking back tears. "I don't know if many people know what postpartum depression is, but in reality it is something very serious and needs to be treated."
Simmons said Hermosillo's behavior showed she intended to kill her son, regardless of her mental state.
"It's not like she's in a fetal position when the police arrived," he said. "She picks a specific location, drives to the top of the building (and) takes the helmet off. I'm sure she's depressed, the post-partum blues, I'm sure she had some of that."
"It's going to be up to a jury to decide if she had the wherewithal to inform the intent to kill."
Hermosillo's arraignment has been postponed until Sept. 16. Orange County Superior Court Judge Joe Perez set bail at $1 million, but federal immigration officials have a no-bail hold to keep her in custody because she is in the U.S. illegally, said Jim Amormino, sheriff's spokesman.
Hermosillo was being held in the medical ward, where she is receiving a psychological evaluation while, he said. The Mexican national is being kept in a cell by herself and wearing a protective gown so she can't injure herself, he added.
The judge appointed a public defender for Hermosillo. The attorney did not comment after the hearing, which was conducted in a jailhouse courtroom and relayed to spectators on a closed-circuit TV.
Farrah Emami, a spokeswoman for the Orange County district attorney's office, said prosecutors were not commenting on a motive.
"We're not going to speculate at this point as to why she may have done it. I don't think there will ever be a satisfactory answer as to why a mother would do something like this to her child," she said.
A witness on the ground saw the baby falling and several people, including a doctor, called 911, said Sgt. Dan Adams, a spokesman for Orange police.
Surveillance video showed Hermosillo's sport utility vehicle with an empty child seat leaving the parking structure a short time later, the sergeant said. The license plate was traced to Hermosillo's home.
During the investigation, La Habra police notified detectives that Medina had reported his wife and their son missing, Adams said.
An Orange police officer driving past Children's Hospital about four hours later spotted the SUV on a street about 100 yards from the crime scene and Hermosillo at the wheel, Adams said.
Both La Habra and Orange police agencies declined requests for the 911 tapes, citing the investigation.
County court records show Hermosillo has no major criminal record but pleaded guilty to four traffic violations in La Habra in 2008, including driving without a valid license and having no proof of insurance.
