Maine car insurance cost among lowest in nation, report says ...

Maine ranks among the lowest states for auto insurance, with a median annual cost of $1,160, according to a data released Monday by Bankrate?s CarInsuranceQuotes.com.

The average Maine household pays just under 2 percent of its annual income for car insurance, according to the study, ranking Maine 42nd among all states and the District of Columbia. Michigan, at 8 percent of annual median household income, pays the most for car insurance. Louisiana (5.55 percent) is next, followed by Kentucky (4.54 percent) and West Virginia (4.24 percent).

Some of the lowest percentages of annual income devoted to car insurance were in New England, with Massachusetts (1.434) the lowest at No. 51, New Hampshire (1.988) at No. 45 and Maine (1.993).

The Bankrate report said many factors affect rates from state to state, and quoted Bob Passmore, senior director of personal lines at the Property Casualty Insurers Association of America as saying, ?variables include the costs of car repair and medical care, the amount of insurance fraud taking place, the number of uninsured drivers on the roads and the number of people living in densely populated areas.?

?When you get more drivers together, they?re going to run into each other more,? Passmore says.

Last month, another study, by?CarMD.com, found that Maine has the second-lowest car repair costs in the nation, when it comes to vehicle problems associated with the ?check engine? light, with a cost that was 13 percent below the national average.

Mariano Rivera was proceeding as if he were going to pitch this September. And Rivera?s physical therapist waxed enthusiastic about the idea to the New York Post. But that?s not happening says Brian Cashman, who was interviewed about it on SiriusXM radio today.

And, by the way, Cashman says, that physical therapist should shut up:

Host/Jim Duquette:??Mo, is there a chance he could come back? We saw some reports that he might be able to come back.?

Brian Cashman:??No. I mean, his physical therapist that he?s working with, I thought was unprofessional and went public with things. I mean, medical personnel should be quiet. And it?s not our physical therapist, it?s someone he?s got that we?ve signed off on. But those guys should not be doing interviews and he provided an interview that was, you know, not a fair reflection of where this player?s at. His over-enthusiasm, I thought, provided improper information. He?s not coming back this year and I wish he was, I wish he was, but unfortunately people get excited. They want to get their name out there for whatever reason and so he got a day in the sun, but he?ll be proven wrong in the end unfortunately. So, he got all our fans excited and a lot more media attention for myself to deal with, but he?s not coming back this year. I wish he was.?

Cashman may have a point about the therapist, but still: buzzkill.

Oh well. Guess I?ll go back to one of my favorite new hobbies this year: trolling Yankees fans by asking them, if Mariano Rivera is so great, why are the Yankees still in first place as if he had never left in the first place?

Report: Cancer, smoking rates higher upstate | Albany Watch

A new American Cancer Society report shows significantly higher rates of cancer, particularly lung cancer, in upstate New York compared with New York City.

The organization?s officials point to New York City?s higher taxes on cigarettes and more aggressive anti-tobacco media campaigns as evidence for lower cancer incidence and mortality.

?Our analysis shows a ?tale of two states,?? said Blair Horner, vice president for advocacy for the American Cancer Society of New York and New Jersey, in a statement.

Horner and Russ Sciandra, the state director for advocacy, presented the findings of the report at a news conference in Albany Monday morning.

?We hope this report will jump start a statewide discussion on how to reduce cancer incidence, identify cancers earlier and to assist those in treatment,? Horner said in the statement.

According to American Cancer Society data, in 2011, 107,260 new cases of cancer were diagnosed in New York, and 34,350 people died of cancer. Nearly 15 percent of new cases were prostate cancer, and a quarter of deaths were a result of lung cancer.

A different data set shows that the largest disparity between upstate and New York City rates was in lung cancer. Downstate, 65.8 men per 100,000 and 41 women per 100,000 have lung or bronchus cancer, compared with 84.3 men and 64.2 women outside New York City, according to state Department of Health data from 2004 to 2008. Nationally, the rates are 75.2 and 52.3 ? so downstaters are falling below that and upstaters are falling above it.

The lobbyists? main recommendations for state lawmakers: Increase funding to anti-tobacco programs, and enhance early detection of cancer by funding programs that provide those services free to individuals without insurance.

The report includes a county-by-county breakdown of cancer statistics in 2011, using data and estimates from the New York State Cancer Registry. The researchers warned against comparing one county to another or comparing one county to statewide averages, as some counties? small populations yield a high margin of error. But statistics listed for each county are valid, Horner and Sciandra said.

Woods rallies, but still faces big Open deficit

LYTHAM ST. ANNES, England (AP) ? When Tiger Woods rolled in a 60-foot putt on the sixth hole, it looked as though he was ready to make a charge at the British Open.

The fist pump. The big smile. The roar of the gallery, drifting across Royal Lytham & St. Annes.

All the signs were there.

A couple of hours later, Woods tapped in for par at No. 18.

The charge had fizzled. There was still a lot of work to do.

The good news for Woods is he didn't collapse Saturday, even after a poor start, as opposed to his dismal weekend performance at the U.S. Open last month. But he's never won any of his 14 major championships by rallying in the final round, and he'll have to make up a daunting five-shot deficit if he's going to snatch the claret jug from Adam Scott.

Woods shot a par-70 that kept him in the game.

Just barely.

"Well, I turned it around," Woods said, looking for the bright side. "I got off to an awful start and battled back and got myself right back in the mix again going into tomorrow. I'm right there."

Well, not quite.

Woods began the day four strokes behind Brandt Snedeker, the 36-hole leader. Now, the deficit between Woods and the new leader is even larger. Plus, there's two players between Woods and the top spot. Of course, it could've been worse. Woods started the day by running his tee shot over the green at the par-3 first hole. A tentative chip came up 8 feet short, and he missed the putt. After another bogey at the third, it appeared he was headed for a repeat of the last major championship.

Woods was actually tied for the 36-hole lead at the U.S. Open, but a 75 on Saturday wiped out his chances.

This time, at least, he rallied.

That birdie putt at No. 6, rapped from one side of the green to the other, turned the tide. Woods rolled in a much shorter birdie at the next hole, came up about an inch short of a third straight birdie from the fringe at No. 8, then stuck his tee shot at the par-3 ninth to 4 feet, setting up yet another birdie.

"Considering that I got off to such a bad start, I figured if I could get to 1-over par or even for the day through the turn, that would have been a positive going to the back nine," Woods said. "I actually happened to turn at 1 under for the day, which was a bonus."

Woods had a prime opportunity to take off another stroke at the par-5 11th, but he misread the putt and settled for par. Another misjudgment at the 15th led to bogey, pretty much snuffing out any chance of getting on a roll coming to the clubhouse.

"I had a few looks on that back nine," Woods said. "I just didn't make them."

For a while, he was at least positioned to play in the final group with Scott, which would have allowed him to put some firsthand pressure on a guy who's never won a major ? and set up all sorts of intrigue.

Scott's caddie is Steve Williams, who used to be on Woods' bag. They were more than just employer and employee, they were good friends. But the collapse of Woods' personal life put a severe strain on their relationship. Woods decided to change caddies as he struggled to rebuild his game and his reputation.

Not surprisingly, Williams was none too pleased about being let go. He quickly caught on with Scott, then went off on Woods after his new employer won at Firestone last year. Just imagine the possibilities if Woods and Scott had played together in the last group of a major, with Williams right in the midst of things.

Instead, Woods will again play in the next-to-last group, as he did Saturday, paired with Snedeker. McDowell and Scott will bring up the rear.

"Final pairing, whatever it may be, I was just trying to cut into that lead," Woods insisted. "I'm five back, so Adam is in a great spot right now."

The forecast Sunday calls for the wind to finally pick up after three days of sterling weather, which might be the best chance for everyone else to run down a leader with a comfortable edge. Then again, Woods has never thrived in inclement weather. We've seen a fair share of Android-powered set-tops in our time, but KDDI (with the help of Panasonic) has taken a slightly different entertainment route with its recently unveiled Smart TV Box. Similar to some Google TV boxes, which the Smart TV Box isn't, KDDI plans to bring this one to cable providers in Japan to act as the main unit in living rooms, with the testing phase set to commence as soon as next month. KDDI's Smart TV Box is powered by an undisclosed dual-core chip and feeds off of a tasty bite of Mountain View's Ice Cream Sandwich. As far as ports and other features, there's HDMI and three USB ports on board, while Ethernet (WiFi, too) keeps you connected and a built-in hard drive takes care of all your DVR needs. Like we said earlier, trial runs will start in August, but the Japanese company expects to have the brick officially up-and-running in a number of households later this fall. In the meantime, though, there's a soothing video for your viewing pleasure just past the break.

India to probe terror financing charge against HSBC

NEW DELHI: India today said it will "get to the bottom" of the alleged violation of safety compliance by HSBC's staff in the country against money laundering and terrorist financing as it was "serious" matter.

New Delhi also said it would seek more information from Washington on the probe by the US Senate's Permanent Sub-committee on Investigations which found that HSBC's Anti-Money Laundering (AML) Compliance Department, that included employees in India, was highly inadequately staffed.

"I think this is a very serious matter and we will get to the bottom of it. We need to get some more information from the Americans. We will get that very soon. This has been worrying us," Home Secretary R K Singh told reporters here.

Singh was reacting to reports that HSBC's India staff have come under the scanner for deficiencies in their role as "offshore reviewers" of the global banking giant's compliance to safety mechanism against money laundering and terrorist financing.

"To tackle this, we have set up a Financial Intelligence Unit," he said.

The Home Secretary said terrorists were using new methods to carry out money laundering to fund their nefarious activities and the security agencies too had to resort to new strategies to catch them.

"Any financial institution that does not follow the international guidelines set by the Financial Action Task Force makes the entire world vulnerable," he said.

Actors Will Ferrell and Zach Galifianakis made an appearance at Wrigley Field Tuesday night before the Cubs-Marlins game for the Whistle Stop Tour, promoting their new movie 'The Campaign,' which opens in theaters nationwide on Friday, Aug. 10.

Prior to throwing out the first pitch, Ferrell and Galifianakis enjoyed a slice of Chicago deep dish pizza with Cubs pitcher Ryan Dempster.

Afterwards, the duo tried their hand at reading the Cubs lineup card. It wasn't the first time Ferrell has read the starting lineup during a sporting event. Back in the winter, the 'Anchorman' star gave his hilarious rendition of the Bulls-Hornets lineup before a game in New Orleans.

One of the gems from Ferrell:

"Batting seventh and playing second base, he likes taking long walks on the beach..completely naked, Darwin Barney."

GM crop scientists win $10m grant

A team of British plant scientists has won a $10m (?6.4m) grant from the Gates Foundation to develop GM cereal crops.

It is one of the largest single investments into GM in the UK and will be used to cultivate corn, wheat and rice that need little or no fertiliser.

It comes at a time when bio-tech researchers are trying to allay public fears over genetic modification.

The work at the John Innes Centre in Norwich is hoped to benefit African farmers who cannot afford fertiliser.

Cereal crops

Agricultural fertiliser is important across the globe.

But the poorest farmers cannot afford fertiliser - and it is responsible for large greenhouse gas emissions.

The John Innes Centre is trying to engineer cereal crops that could get nitrogen from the air - as peas and beans do - rather than needing chemical ammonia spread on fields.

Success could revolutionise agriculture, and the Bill and Melinda Gates Foundation wants to help struggling maize farmers in sub-Saharan Africa.

Opponents of GM say results will not be achieved for decades at best and global food shortages could be addressed now through improving distribution and cutting waste.

Giles Oldroyd, from the John Innes Centre, said the project was vital for poorer African farmers and would have a huge impact on global agriculture.

She writes, "What good people at Penn State? The ones who rioted over Paterno being fired? The tens of thousands who signed a petition to rename the football stadium after a pedophile enabler?" Secondly, the Joe Paterno family really needs to go silent. Trying to defend his legacy rings awfully hollow. And finally, your turn NCAA. It'll be fascinating to see what sanctions, if any, the NCAA hands down to Penn State football. I can't believe it'll be business as usual during Saturdays this fall at State College.)

Here you go Hall of Fame fans. If you're not going to let a "bad guy" in, why don't you toss the "bad guys" out? Pete Rose, baseball's all-time hit leader is banned for activities that had nothing to do with his playing career, yet O.J. Simpson and Joe Paterno remain firmly ensconced in their Halls. TWENTYNINE PALMS?Marines with 9th Communication Battalion set up supporting communications and data transmission services for 1st Marine Expeditionary Brigade during Javelin Thrust 2012 in Twentynine Palms.

The Marines arrived June 18 to set up the brigade?s communications. The exercise serves a part of a three exercise continuum aimed to validate the readiness of 1st MEB as a global crisis response force.

The battalion embarked from Camp Pendleton with command and control center tents, gear and equipment and more than 46 tactical vehicles designed to operate a command and control center.

Javelin Thrust differs than typical training exercises aboard Camp Pendleton, where battalion is based, by supporting more than 400 Marines and sailors of the 1st MEB command element.

Over the past ten years, the battalion has typically deployed to environments?such as Iraq an Afghanistan?where communications networks were already in place. Javelin Thrust provided the battalion to establish its command and support system from the ground up.

?This is a culminating event,? said Maj. Fernando Jimenez, the unit?s Javelin Thrust detachment officer in charge. ?This is what it?s going to take to support a MEB should it be called upon. Our ability to command and control is being validated, and we are succeeding.?

The battalion provided Marines with various occupational specialties to equip 1st MEB with the assets and knowledge they?ll need to maintain communication during the exercise. Sgt. Steven S. Pulliam, a motor transport mechanic, and his Marines took responsibility of providing the battalion day-to-day resources.

?We support the MEB with water, fuel, food and transportation,? said Pulliam, who serves with the battalion. ?One of the big things we do here is keep the generators running and make sure the water bulls [water tanks] are clean and full of water for everybody.?

Keeping the equipment cool in the Mojave Desert training area is a challenge for the unit as the temperature peaked higher than 100 degrees.

?I?m in charge of making sure that the generators and air conditioners are running,? said Cpl. Francisco R. Cruz, an AC. ?We supply the power and necessary temperature to keep the gear cool so it runs in its proper function.?

Communication between the brigade?s command operations center and the ground units is a critical function to conduct a large-scale exercise. Maintaining a communication system is vital to keep operations fluid.

?I?m here supporting the technicians we have from the other satellite systems for communication,? said Lance Cpl. Michael P. Raymond, a multi-channel communications equipment. ?We?re the ones that make sure communication goes through smoothly and any data or commands that are given are sent through.?

Sgt. Arthur I. Baronov, a technical controller, is responsible for installing, maintaining, operating and troubleshooting tactical communication networks for the Marine Corps and coalition forces in a deployed environment. Technical controllers typically work with the majority of the communication equipment as subject matter experts for the other Marines in the unit.

?We act as the central hub for coordinating the troubleshooting and establishment of a fully functional communications network using tactical gear,? Baronov said. ?The biggest part of our role is to monitor our network and make sure we have reliable communication.?
The battalion also provides communication from the sky via satellite.

The Marines training on the ground communicate with other units through field radios. They rely on the radio operators to monitor and maintain connectivity with the command element. Sgt. Patricia L. Reynolds, a field radio, said her Marines had communication support ready for the Marines training in a matter of days upon arrival.

Every phone call, e-mail, field radio command and satellite transmission goes through the battalion?s equipment. The exercise hinges on the battalion?s ability to do their job and keep the momentum.

?It?s all about communications to effectively command and control,? Jimenez said. ?We?re doing our part. The Marines have done a fantastic and phenomenal job. From the day they hit the ground running, they?ve not stopped.?
